PEMENUHUHAN HAK ASASI MANUSIA BAGI PENYANDANG CACAT (DIFABEL) DIBIDANG PENDIDIKAN DI SEKOLAG DASAR LUAR BIASA TALAWI KOTA SAWAHLUNTO

Abstract


Human Rights in education field for disabilities (disfabel) must obtain special treatment as an effort to protect and fulfill human rights. The formulation of the problem of this research is (1) How is the implementation of the fulfillment of human rights in the field of education for the disabled (disabled) in  Primary School Talawi of Sawahlunto city? (2) What are the constraints faced by the Extraordinary Schools in the fulfillment of human rights in the field of education for persons with disabilities (disabled) at  primary school Talawi Sawahlunto city? (3) What are the efforts by the Extraordinary School in the fulfillment of human rights in the field of education for disabilities (disabled)people in Primary School of Talawi Sawahlunto city ?. The type of research used is juridical sociological legal research, this research is the form of empirical studies to find theories about the process of the occurrence and operation of law in society. Techniques to collect the data are interviews and document studies. The technique of analyze data is a qualitative analysis technique. The results of the research can be concluded are (1) The Implementation of Human Rights fulfillment in education for disabled people (Dysfunctional), the principle of affection, the principle of individual service, the principle of institutionalization. (2) Constraints faced by the limited field for exercise, the lack of self-building and movement room, lack of parent or family support, community differences to the disabled. (3) Efforts made to motivate students to be more independent, improving teacher competence, curriculum content, establishing cooperation with related parties, participating in sports competition.
