Abstract

Civics subjects is basically defined as an education of concepts, values, morals, and norms which designed to prepare students to be good citizens. Any educational institutions, especially primary school will be a strategic institution to keep and preserve the concepts, values, morals, and norms that relate closely with Pancasila. Materials are set and developed involving cognitive, attitudes and behaviors aspect. Selection of media, learning resources and type of assessment determine an active and creative students’ learning atmosphere in the. This research presented a non-test evaluation, in a form of observation that can help students to be active in learning process. The implementation of this evaluation aims to assess both of the learning process and outcomes at the same time so that active students can be encouraged in teaching and learning in elementary school civics subject.
