Learning system imposed changes in the curriculum in 2013, which led to the application of the learning system oriented to the formation of the character of the students has been a beacon of hope for sustainable development of the Indonesian nation. This is due to an expectation that the learning of character capable of tackling the problem of moral decadence that occurred in the younger generation. Even deeper, the learning policy has been a formula in order to create the figure of a plenary generation that is able to raise the dignity of the nation. Problematic moral decadence younger generation is not something that should be kept secret anymore. At least, every day from various news media constantly exhibited immoral acts committed by children and adolescents, such as; brawl between schools, vandalism by students, free sex behavior, theft, robbery and porn video case that turns actors and creators of 90% are children and adolescents. This condition is more pronounced, when the problem of HIV / AIDS into a frightening object for the community, precisely the fact that based on data from the Directorate General of Health masarakat that one-third of AIDS patients are young people whose future is still quite long. Many people try to respond and seek to provide a solution, but in the end all the answers focused on one aspect, namely criticism of the education system. Education is necessary to pay more attention to the development of emotional and moral level learners. This is considering the implementation of education has been more impressed highlight aspects kognetif by ignoring affective (emotional and moral) learners. Character education should be given to the learners well. In this case the teacher as executive education in the schools is expected to conduct learning activities that attract more attention and easy to understand learners and conduct regular evaluation of all components that include values in character education. The development model of Character Education in primary schools is policy on the character of learning in the implementation of the national education system and the enforcement of the provisions of the 2013 curriculum put pressure on learning in elementary oriented character education. Expected from this paper can help prospective teachers and teachers to integrate the values of characters in learning in primary schools, development education model character in elementary school development.
