<p><em>This study aimed to determine the knowledge, attitudes and skills of teachers of information and communication technology (ICT) in the learning process. Assess the contribution of knowledge, attitudes and skills of teachers of information and communication technology (ICT) on the use of ICT in the learning process. Research methods approach using surveys of 40 teachers drawn proportionally sampling zone based,instrument as the main data collection tool. Data analysis used descriptive analysis, multiple regression statistical test. The results showed ICT attitudes of primary school teachers in the early stages and is being followed by the knowledge and skills that are at a low stage.Teachers who have knowledge of ICT to contribute higher, followed by teachers' ICT skills and attitudes about ICT. There is a significant contribution to knowledge, attitudes and skills of teachers to use ICT in the learning process. <p><em>The aim of this research is to improve the learning process and the cognitive learning achievement of the students in Natural Science subject in class III through rational inquiry approach.This was a classroom action research. The result of the research showed that the use of rational inquiry approach can improve the students’ learning process in Natural Science subject in class III of SD Pembangunan Air Tawar UNP Padang. The improvement can be seen from (1) the lesson plan made in the second cycle was better than in the previous one, (2) the quality of learning process improved from 58.46 % in the first cycle into 71.28 % in the second cycle. The students’ ability in learning process improved from 68.44 % in the first cycle into 88.18 % in second cycle. The average score of the students’ cognitive learning achievement improved from 54.59 % in the first cycle into 74.09 % in second cycle. </em></p><p> </p><p><strong>Key Words</strong>: <em>Process, Cognitive Learning Achievement, Rational Inquiry,Natural Science Subject</em></p>Erwinsyah Satria

<p><em>Class action research has been done to improve the ability of students to learn the IPA effectively and improve achievement of learning and mastering basic concepts that are more mature about teaching science, so constraints faced during this special deals with devices rated IPA lectures too academically that change in a student's class performance, streamline and facilitate students in Learning the fundamental concepts of natural science. This research was conducted on the odd semester 2008/2009 against University students PGSD FKIP Bung Hatta structure learning (SCL). Results of the study could increase the value of the students shown by increasing the confidence of students and ketidakyakinan students have higher against's familiarity with the basic concept of IPA then her confidence growing. In addition, the hope that the study will be conducted with the development of learning materials to be more meaningful. From the results of research learning visible elevated value justifies the value of students from the regular methods (classic): 44.2 increased to 82.62. Expected for learning developers can implement the SCL, changing the paradigm of teaching into learning paradigm, cultivate the ability and attitude to do the appropriate professionals in associated costs.</em></p><p> </p><strong>Key Words</strong>: <em>Ability, Structure of the learning, Paradigm</em>Wince Hendri

<p><em>The aim of this research is to describe the effectivity of civic education learning process regional autonomy based. It is a case study at SMA Negeri 3 Klaten, Central Java.</em><em> </em><em>The result of research shows that (1) teachers of civic education understand about regional autonomy as logical demand “bottom up” (grass root level) to have self-management, but the implication of regional autonomy on civic education has not been comprehended fully especially on content and learning process; (2) the teachers of civic education have already done the teaching preparation of civic education regional autonomy based, but there is no specific standard of reference on teaching the civic education management regional autonomy based; (3) the teachers of civic education have tried to organize the teaching and learning activity management by adopting the teaching matters on regional autonomy; (4) the problem of teaching civic education process on regional autonomy is the limitation on teaching facility or teaching media, the limitation of time in teaching, the systematically formulation of civic education concept conducted by regional education department has not been adequate, the civic education competence development still refers to conventional curriculum, the activity of civic education teachers association need to maximize the development of civic education regional autonomy based; (5) the effect of regional autonomy on the quality of civic education teaching process that the school management is not monotonous so the civic education teachers are more creative and innovative to create new ideas on education; (6) through teaching civic education process of regional autonomy based, the teaching and learning activity process is easy to reach, but for total effectivity is still difficult to reach especially to fulfill the teaching and learning competence due to several factors.</em></p><p> </p><p><strong>Key Words</strong>: <em>civic education, regional autonomy, teaching and learning effectivity.</em></p>Hendrizal Hendrizal

<p><em>In Globalization era, each student is required to prepare himself to be able to compete to face the future challenge. The creativity is needed to be able to survive in a condtion which always change. Besides, it plays a role to determine students’ success to participate and contribute to solve probelems in the future.</em><em> </em><em>The craetivity is required in educational system at school. By implementing the creativity in eductaion system, the students are expected to be able to find different ideas to solve problems faced, so, the divergen and progressive ideas can compete in the future globalization. The open-ended questions requiring various strategies in solving the problems allow students to think creativedly.</em><em> </em><em>The open-ended questions help students to solve the problems craetively and appreciate thinking-variety that possibly appears in solving problems. <p><em>Child literature instruction is an effort to develop child creativity toward values contained in lietarature; poetry. One of child creativities is reading poetry through deklamasi. Deklamasi is reading poetry with a rythem meaning that reading with rythem based on appreciation toward poetry read. Declamasi teachnique is one of activity-based instruction literature strategies. <p><em>School Based Management is strategy to raise efektif school by giving larger otonom and supports to apply the participate decision making of their own directly for all the school members , in the case of increasing the school quality based on the national educational wisdom and the regulation concepts. Application School Based Management is concept management educational in Indonesia. Not far away from the indept </em><em>”restrukturisation dan reformation” national educational sistem</em><em> desentralisation and giving large freedom for the school. There are 3 principles that always giving attention in school managerial that are :</em><em> partisipant, transparancy and accuntability.For this will hope increase the quality education does not happier.Participant ask all stakeholder in making school rule. School must be transparancy, and supporting by accountability.</em><em> There are many steps in implemantation School Based Management : Socialitation, piloting, and decimination. Factors improve School Based Management implementation are (1) school climate (2) work motivation of head master (3) head master managerial (4) school culture (5) leadership (6) school financial.
