Abstract

Human Development Index (HDI) is a comparative measure of life expectancy, literacy, education and standard of living for all countries around the world that are presented by 3 dimensions: a long and healthy life (longevity), knowledge (knowladge) and a decent life (decent living ). This study aimed to analyze the effect of government spending in education, health care and government spending of poor people to IPM in West Sumatra province in 1997-2011. Testing in done by using the classical assumption that multicollinearity test, autocorrelation test, test and test for normality and heteroscedasticity the statistics testing the coefficient of determination (R2), regression coefficient test (t-test) and F test (F-test).
The results showed that government spending in education has positive and significant, government health spending have positive and not significant and the number of poor and insignificant negative effect on IPM in West Sumatra province.
