PENGARUH PERTUMBUHAN EKONOMI DAN SISA LEBIH PEMBIAYAAN ANGGARAN TERHADAP BELANJA MODAL DENGAN PENDAPATAN ASLI DAERAH DAN DANA ALOKASI UMUM SEBAGAI VARIABEL MODERASI (Studi pada Pemerintah Kabupaten/ Kota Hasil Pemekaran Daerah di Pulau Sumatera)

Abstract

This study aims to investigate the factors that affect the capital expenditure among  new districts/ cities in Sumatra island. In this study, we use four type of variables. They are dependent, independent, moderating, and control variable. The dependent variable in this study is capital expenditure. The economic growth and budget surplus are as independent variables. While, local own revenues and general allocation fund are as moderating variables. Meantime, districts/ cities area is an control variable. The sample used is 77 new districts/ cities in Sumatra island by using the multiple linear regression analysis with method of moderated regression analysis.

Based on the result of regression show that budget surplus negative significant affect capital expenditure and local own revenues has a positive significant affect capital expenditure. This finding imply that increase local own revenues also make increase on capital expenditure. It is caused by an increase local own revenues make local government easier to allocated fund of revenues for regional spending to improve the facilities and regional infrastructure.
