Abstract

The presence of local government leaders who come from all walks of life have an impact on local government for various regions headed by regional heads who have different backgrounds and different ways to manage the region. The purpose of this study is to demonstrate empirically a significant difference in the performance of local government in PAD growth, PDRB growth, poverty, and the Human Development Index, led by entrepreneurs and non-entrepreneurs.

The study sample consisted of 110 local governments in Sumatra, 27 led by local government headed by entrepreneurs and 83 led by local government headed by non-entrepreneurs. Data were analyzed using SPSS.

The results showed that: (a) There is no significant difference in the performance of local government in PAD growth among local governments are led by entrepreneurs and non-entrepreneurs. (b) There is no significant difference in the performance of local government in PDRB growth between the local government led by entrepreneurs and non-entrepreneurs. (c) There is a significant difference in the performance of local government in poverty levels between local government led by entrepreneurs and non-entrepreneurs. (d) There is a significant difference in the performance of local governments on the Human Development Index among the local government, led by entrepreneurs and non-entrepreneurs.
