Abstract

The purpose of this study is to proves empirically the effect of personnel expenditure, government investment, and local government debt payments to the phenomenon of flypaper effect. The data used were obtained from the Report of Actual Revenue and Expenditure (budget) by using a sample of 19 districts / cities in West Sumatra Province from 2007 to 2011. The sampling method using census sampling where all the population sampled. Analysis of the data using logistic regression.

The results of this study proves that personnel expenditure, government investment and local government debt payments do not affect the flypaper phenomenon.
