ABSTRACT

Opened goods car violations that transport people are regulated in Article 137 paragraph (4) of Act Number 22 of 2009 concerning Traffic and Road Transportation. Examples of cases of violations of pickup trucks carrying people raided by the Padang Police Satlantas in 2014 were 48, 2015 as many as 45, 2016 as many as 47, and in 2017 were 54. Formulation of the problem: (1) What is law enforcement by Polresta Padang against the violation of the pickup truck used to transport people? (2) What are the obstacles faced by the Padang Police in enforcing the law against the violation of pickup trucks used to transport people? This study uses a type of sociological juridical research. Data sources used are primary data and secondary data. Data collection techniques are carried out by means of interviews, observation and study of documents. Data were analyzed qualitatively. Conclusions of the study: (1) Law enforcement against violations of pickup vehicles transporting people, namely by preventive measures such as socialization, installation of CCTV, increasing the number of police post facilities, increasing surveillance activities in areas prone to violations. While repressive efforts are in the form of tickets, foreclosures, and reprimands. (2) Constraints faced are lack of legal awareness of the community, lack of members / personnel, lack of facilities and infrastructure.
