Abstract

ABSTRACT

DVI activities are in accordance with Article 8 of National Police Regulation No. 12 of 2011 concerning police medicine. For example in the case of victims of the burning of the Dhamasraya Regional Police Station by unknown persons on 12 November 2017, early morning. Problem Formulation (1) What is the role of disaster victim identification (DVI) in identifying fire victims in the West Sumatra Regional Police? (2) Are there any obstacles encountered by disaster victim identification (DVI) in identifying fire victims in the West Sumatra Regional Police? This study uses a type of sociological juridical research. Data sources are primary data and secondary data, data collection techniques are carried out by interviews and document studies, data are analyzed qualitatively. The conclusions of the (1) DVI research results are a predetermined procedure for identifying victims (dead) scientifically in an incident or mass disaster based on Interpol. And is a procedure that is valid and can be accounted for to the public and the law. Based on the identification in DVI, which is on the basis of primary (fingerprints, dental examination results, and DNA), and secondary basis (ownership and medical data). In principle DVI consists of 5 phases, namely the scene, post mortem, ante mortem, reconciliation, and debrifieng. (2) In identifying victims, the DVI team found various obstacles, namely identification of victims requires a long time. To perform fingerprint examination, dental examination, identification of property until DNA is needed sufficient medical devices. Whereas in some hospitals it is still inadequate.
