ABSTRACT

Duties and authorities of BPSPL set in the regulation of the Minister of marine and fisheries of Indonesia, number PER 18/MEN/2007, about the Organization and the work of Implementing the technical management of the coastal and Marine Resources. The destruction of coral reefs by PT. Suarnadwipa violating laws No. 32 Year 2014 about regular Article 47 paragraph (1) BPSPL city of Padang have been doing penindakan to PT Suarnadwipa. Formulation of the problem (1) how is the role of the BPSPL Steppe in the prevention of damage to coral reef habitats in the Suarnadwipa? (2) What are the obstacles encountered by BPSPL Padang fixing damage to coral reefs in Suarnadwipa? This research uses a type of juridical sociological research. The source of data is the primary data and secondary data, techniques of data collection is done with the interview and document study, data were analyzed qualitatively. A summary of research results (1) BPSPL has a role in management of the coastal Regions and small islands (WP3K) which consists in preventive and repressive effort. (2) BPSPL has several obstacles, namely the lack of number of supervisors in the field, lack of infrastructure and facilities management of the marine conservation area in the region has been appointed/set, lack of coordination between relevant agencies either in the Center or at the area.
