Abstract

ABSTRACT

The criminal act of breaking automatic teller machines (ATM) is one of the acts that are prohibited in Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions. In Padang City there were two ATM burglary cases that were successfully captured by the Padang City Police Resort. Formulation of the problem: (1) What is the effort of the Community Guidance Unit of the Padang City Police Force in tackling burglary crime? (2) What are the constraints of the Community Guidance Unit of the Padang City Police Force in tackling the breach of an Automated Teller Machine (ATM)? Research used a socio-legal approach. The type of data used was primary data and secondary data. Data was collected through interviews and document studies and then analyzed qualitatively. From the study it can be concluded: (1) Preventive measures are prevention and mitigation efforts that include planning, organizing, so that these individuals comply with the laws and regulations. Repressive efforts are countermeasures that are carried out by punishing individuals who commit criminal acts of burglary for Automated Teller Machines (ATMs). (2) The obstacles encountered by the Police in attempting to break into the stand-alone platforms in various models are a) Lack of Participation from the Community; b) The victim / reporter is difficult to be asked for information or contacted; d) The number of victims who do not want to report to the authorities;
