Distribution of dangerous chemicals and illegal pesticides cause pollution to the environment and human health. Provisions on the types of pesticides have been regulated in the Rotterdam Convention in 1998. The Rotterdam Convention itself is an international agreement between countries in the world concerning international trade in toxic and pesticide hazardous substances. This convention is very important considering that in recent years there have been many illegal pesticides in the world. Problem Formulation 1) What are the regulations regarding the import of pesticide chemicals according to the Rotterdam Convention in 1998? 2) What is the implementation of the Rotterdam convention in Indonesia? The type of research used is normative legal research methods. The data source is secondary data consisting of primary materials, secondary materials and tertiary materials. Data collection techniques in study documents were analyzed qualitatively. The results of the study, (1) Trading of hazardous chemicals and illegal pesticides has been regulated in the procedures and categories permitted through the Rotterdam Convention, but there are still many things being done even some developing countries prefer to use illegal pesticides because they are considered more economical and effective for eradicating pests. (2) Indonesia despite ratification of the Rotterdam convention with Law Number 10 of 2013 concerning the import and export of pesticide chemicals, but the practice of national regulations that have been in force does not reduce the level of illegal pesticide use in Indonesia. This shows that the existing law has not been properly enforced
