PERANAN SATUAN POLISI PAMONG PRAJA (SATPOL PP) KOTA PADANG DALAM MENERTIBKAN PELANGGARAN PARKIR LIAR

ABSTRAK
Teachers ' Praja police as a law enforcement officer has the authority and duties of assisting the head of region for menengakan local regulations, tasks Satpol PP keep the peace, and kentraman in the area, the provisions of this REGULATION on Satpol set in Article 255 Law Number 32 Year 2014 About local governance. In the city of Padang about wild parking violations still occur, due to the lack of awareness about the Change for the people of Padang city. Formulation of the problem 1) how is the role of the Police Unit of teachers ' Praja (Satpol PP) In Padang city Regulate Wild parking violations? 2) what are the constraints faced by Satpol PP menertiban in Padang city wild parking violations? This research use sociological approaches to law. The data source is the primary data and secondary data. The technique of data collection is by interview and study of documents and data were analyzed qualitatively. A summary of the results of the study 1) role of the Satpol PP as law enforcement officers have two ways in erecting a Preventive rules a. is prevention efforts to prevent violations. b. the Repressive form of penindakan violations through court proceedings. 2) constraints encountered by Satpol PP in regulate wild parking violations, namely a) Internal factors include the limited Member Satpol PP and the limited number of patrol vehicles, b) external factors including lack of legal kesadaraan, factor means and facilities, and economic factors.
