Based on Article 137 paragraph (4) of Law Number 22 Year 2009, goods cars are prohibited from transporting people. This is only allowed for certain conditions. Solok residents often use freight cars to transport people. The problems studied in this study are: 1) how is the role of the Traffic Unit of the Solok Resort Police in enforcing the law against the driver of the goods car to scoop people? 2) what are the constraints faced by the Traffic Unit of the Solok Resort Police in enforcing the law against the driver of a goods car that is scolding people? This study used a socio-legal approach. Data sources used were primary data and secondary data. Data collection techniques were through interviews and document studies, and then analyzed qualitatively. Based on the research concluded that: 1) The Role of the Resort Police Traffic Unit includes preventive or preventive efforts. Forms of preventive efforts included installing orderly traffic banners, distributing obedient traffic stickers, using appeals to use social media such as Instagram and Facebook, and directly appealing to the public. Repressive efforts are carried out by giving a reprimand to the driver who violated, and carried out a ticket action. 2) The constraints faced by the Traffic Police include lack of knowledge and legal awareness of the community, lack of police personnel, lack of supporting facilities and infrastructure, lack of sanctions for violators, other factors such as economic factors, situations and conditions, habits.
