FUNGSI PENYIDIK PEGAWAI NEGERI SIPIL ( PPNS ) SEBAGAI SATPOL PP DALAM MENEGAKKAN PERATURAN DAERAH DI KABUPATEN PASAMAN BARAT
Abstract
The waveof reform has changed thesystem of governmant by giving broarder power to the regional Goverment to regulate itself in the Regional outonomy system. Self-regulation is done by making Regional GovermentRegulations ( Perda ) and Regional Heat Regulations. In Orderfor the implementation of the local regulation and regulation to be carried out effectivly for the efficiency, it is necessary for the civilservice Police Unit more specifically the PPNS    ( 1 ) who are in the civil service police unit as law enforcement officers . The formulation oh the duties and authority of PPNS as the Satpol PP of West Pasaman Regency ?(2) What are yhe contraints in implementing the duties and authority of PPNS as the West Pasaman Regency Satpol PP ? (3) What efforts have been made to overcome the obstacles to the task and authoritry of PPNS as the West Pasaman Regency Satpol PP ? The recearsh Satpol PP ? The recioarch method that is written in this thesis is a sociological juridical approach that is direct reasearch on the field with document study and interviews to obtain primary data, the recearch results obtained are Satpol PP has tried to improve its performance as follows ; (1) Implementation of the duties of the Pasaman Barat Satpol PP after conducting recearch specifically the enforcement of civil servants ( PPNS ) has not been able to carry out as they should (2) Constraints faced were the absence of special PPNS regulations, Lack oh PPNS Personnel, lack of facility and infrastructure and available budget (3) there is no collaboration with sther instations, the police of the Pasaman Barat resort Republik Indonesia, Simpang Empat District civelÂ
