PELAKSANAAN PEMBERIAN IZIN TERHADAP KAPAL PENANGKAP IKAN DI KOTA PARIAMAN BERDASARKAN PERATURAN MENTERI KELAUTAN DAN PERIKANAN REPUBLIK INDONESIA NOMOR 11 TAHUN 2016 TENTANG STANDAR PELAYANAN MINIMUM GERAI PERIZINAN KAPAL PENANGKAP IKAN HASIL PENGUKURAN U
Abstract
The implementation of granting fishing licenses in the city of Pariaman has several obstacles so there are several fishing vessels that do not have permits. Complicated procedures and requirements lead to a lack of interest in fishing in the management of ship licensing. This is due to the coming into effect of Law 23 of 2014 concerning Regional Government. Problem formulation in this study are: 1) What is the Role of the Marine and Fisheries Service of Pariaman City in implementing permits for fishing vessels? 2) What are the obstacles faced by the Pariaman City Marine and Fisheries Office in implementing permits for fishing vessels? 3) What efforts are carried out by the Department of Marine and Fisheries in Pariaman City in the implementation of licensing of fishing vessels? The method of this research is Sociological Juridical. The data used are primary data obtained by conducting interviews and secondary data obtained through document study. used with Qualitative. The results of the study are: 1) the Marine and Fisheries Office of Pariaman City no longer has the authority to issue or reject fishing vessel permits because its authority is withdrawn by the Provincial Government through the West Sumatra Provincial Investment Board and carried out by (UPT PTSP). 2) Limitations of the Pariaman City Marine and Fisheries Agency in issuing a vessel permit related to the transfer of the authority to grant ship permits by the Marine and Fisheries Service of West Sumatra Province. 3) The Marine and Fisheries Service of Pariaman City proposed that the fishing vessel licensing process be carried out at the Pariaman City Integrated Service Office under the control of the West Sumatra Provincial Investment Board to accelerate the process of fisheries ship licensing and time efficiency.
