PELAKSANAAN KEWENANGAN BADAN KEHORMATAN DEWAN PERWAKILAN RAKYAT DAERAH DALAM PENEGAKAN KODE ETIK DEWAN PERWAKILAN RAKYAT DAERAH KOTA SAWAHLUNTO
Abstract
Law Number 17 of 2014 concerning the composition and position of the MPR, DPR, DPD and DPRD, Law Number 23 of 2014 concerning Central, Provincial, and Regency / City Governments is obliged to create a code of ethics carried out by the Honorary Board. The Code of Ethics contains norms that must be obeyed by each member of the regional legislature. The Honorary Board was given the authority to examine alleged violations of the code of ethics carried out by members of the Sawahlunto City DPRD. The Problem Formulation: 1). What is the procedure for the application of sanctions by the Honorary Board of the DPRD of Sawahlunto City to members of the DPRD in Sawahlunto City. 2). What are the factors that influence the enforcement of the Code of Ethics by the Sawahlunto City DPRD Honorary Board. 3). What are the obstacles in enforcing the Sawahlunto City DPRD Code of Ethics. The research approach used sociological juridical law based on primary data and secondary data and data collection through interviews. Research Results: 1). Article 1 number 7 of the Sawahlunto City DPRD Regulation Number 20 of 2014 Concerning the Sawahlunto City DPRD Rules of Conduct states that the DPRD's Code of Ethics is a norm that must be obeyed by each DPRD member while carrying out his duties to safeguard the DPRD's dignity, honor, image and credibility. 2). Factors that influence the enforcement of the Code of Ethics by the DPRD Sawahlunto City Honorary Board, factors from within and outside of the members of the Sawahlunto City DPRD. 3). Obstacles in the enforcement of the Sawahlunto City DPRD Code of Ethics, the nature of the Honorary Board's work, the lack of control from the Political Parties concerned, the weak sanctions against violations of the Code of Ethics.
