PERPANJANGAN KONTRAK PEGAWAI PEMERINTAH DENGAN PERJANJIAN KERJA (PPPK) DALAM SISTEM KEPEGAWAIAN DI KOTA PADANG BERDASARKAN PERATURAN WALIKOTA PADANG NOMOR 14 TAHUN 2018 TENTANG PEGAWAI HONOR DAN TENAGA KONTRAK

Abstract

The extension of the contract period of the Contractor in Padang City has problems in paying the salary or honorarium in the first month of the new contract, because waiting for the APBD funds to be approved for the new fiscal year, according to article 9 paragraph (1) PERWAKO Number 14 of 2018 Honor and Contract Staff where the right to honorarium as referred to in article 8 letter a is given at the beginning of the following month after carrying out the assignment. Problem Formulation 1) What are the Rights, Obligations, Prohibitions and Work Objectives of Contract Workers in the Personnel System based on PERWAKO Number 14 of 2018 concerning Employees of Honor and Contract Workers. 2) What is the Procedure for Extension of the Contractor's Working Period in the Personnel System in Padang City. 3) What are the constraints faced by the City of Human Resources and Human Resources Agency in the Extension of the Contractor's Work Period. The research method used in this research is sociological juridical. Research results are: 1) Contract Power Rights, which include honorarium, other legal income, leave, social security. 2) Procedure for Extension of Contract Power must be approved by SEKDA, and carried out through a Work Agreement that is valid for one year. 3) Constraints faced by Padang City BKPSDM in the extension of employment period Contractors are in terms of payment of salaries at the beginning of the year.
