PENERAPAN PERATURAN WALIKOTA PADANG NOMOR 53 TAHUN 2016 TENTANG TATA CARA PEMAKAIAN TOKO MILIK DAERAH DI PASAR TRADISIONAL

Abstract

Traditional Market is the place where the community economy takes place, one of them is the Padang Kimbingji Belimbing market. Every person or business entity that uses a place or shop must have the right to use the shop with a written agreement and fulfill the prescribed requirements and rent a business place for a certain period of time, the trader must pay the obligation the amount of which is determined by the Trade Office. Formulation of the problem: 1) What is the application of the usage rights of the area owned shop in the traditional market of Belimbing Padang City between the trader and the Trade Office based on Padang Mayor Regulation Number 53 of 2016 concerning the Procedure for the Use of Regional Stores in Tradisioanal Markets? 2) What constraints arose in the application of the use rights of regional property in the traditional market of Padang City? 3) What efforts have been made to overcome the obstacles to the right to use locally owned shops in the traditional market of Padang City? This study uses a sociological juridical method approach, the source of the data comes from primary data and secondary data with data collection techniques namely interviews and document studies, data are analyzed qualitatively. The results of the study are: 1). Every person or business entity that uses a business place in a market area in the form of a right to rent a business place for a certain period of time, must sign an agreement in accordance with the provisions of the legislation. 2). Constraints found are that traders do not want to receive a decree, 3). The effort that is carried out namely the trade service will keep the data that already exists, and the periodic checking scorers.
