PERANAN BUPATI DALAM PEMBENTUKAN PEMERINTAHAN NAGARI BERDASARKAN PERATURAN DERAH KABUPATEN PADANG PARIAMAN NOMOR 1 TAHUN 2013 TENTANG PEMBENTUKAN 43(EMPAT PULUH TIGA) PEMERINTAHAN NAGARI PERSIAPAN DI KABUPATEN PADANG PARIAMAN
Abstract
Padang Pariaman is a district in the province of West Sumatra, Indonesia. The regency has an area of 1,328.79 km² and a population of 391,056 people (Population Census 2010). Nagari is the division of the administrative area after the sub-district in the province of West Sumatra, Indonesia. The term Nagari replaces the term village, which is used in other provinces in Indonesia. Nagari is a legal community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on origin and customs that are recognized and respected in the government system of the Republic of Indonesia. As for the problems studied: 1) What are the duties and authorities of the Regent in handling the formation of the nagari government based on the Padang Pariaman Regency Regional Regulation Number 1 of 2013 concerning the Establishment of 43 (forty three) nagari preparations in Padang Pariaman Regency? 2) What are the constraints faced by the Regent in carrying out the formation of the nagari government based on the regional regulations of Padang Pariaman District Number 1 of 2013 concerning the Establishment of 43 (forty three) Nagari government preparations in Kabupaten Padang Pariaman? The author uses the research method with a sociological juridical problem approach that is descriptive. 1) Duties and Authority of the Regent in the formation of 43 (forty three) Nagari Governments in Padang Pariaman District That the Regent's Duties and Authority are contained in the Regional Regulation Number 1 of 2013 concerning Formation of 43 (forty three) Nagari Governments in Padang Pariaman Regency in article 9 2) The Nagari Government Report in district Padang Pariaman must be used by the Regent / Mayor as the basis for evaluating the implementation of village governance and as further guidance material.
