IMPLEMENTASI KEPUTUSAN WALIKOTA KOTA PARIAMAN NOMOR 33/900 TENTANG PENGGUNA ANGGARAN, KUASA PENGGUNA ANGGARAN, DAN BENDAHARA PADA DINAS KESEHATAN TAHUN ANGGARAN 2017

Abstract

Pariaman administrative city with a total area of 79.22 km2 which is part of the District of Padang Pariaman. In the provisions of Law 36 of 2009 concerning the Health Service is an element of the implementation of regional autonomy in the health sector and is led directly by a service head. The problems studied are: 1) What is the duty and function of the health department in the budget user, the power of the budget user, and the treasurer of the 2017 budget year? 2) What are the constraints faced by the Health Office in the budget users, the power of budget users, and the treasurer of the 2017 fiscal year? The author uses the research method with a juridical and sociological problem approach that is descriptive. 1) How are the Duties and Functions of the Health Service in Budget Users, Budget User Proxies, and Treasurers of the 2017. budget Year while the government of the province and the district / city allocate a health budget of at least 10% (ten percent) of the budget allocation and family income. 2) What are the constraints faced by the Health Service in user budgeting, budgetary ability, and, to a lesser extent, the 2017 budget. Many actual activities have the same performance, but require a wide range of violations. The aim of the health development is to keep the health degree from continuing to improve. The use of budgeting in the field of health is expected to be optimally possible to be utilized to achieve these goals
