Crimes committed against children can result in the child experiencing mental shock and mental decline. Recovery by rehabilitation or psychosocial. This is regulated in Article 69 (a) of Law Number 35 of 2014 concerning Legal Protection of Children. Cases of victims of sexual abuse who are still 7 years old who have been abused by suspects several times are now handled by P2PTP2A. Problem formulation: 1) What is the role of North Sumatra's Office of Women's Empowerment and Child Protection in providing psychological guidance to victims of sexual abuse? 2) What are the constraints of the North Sumatra Women's Empowerment and Child Protection Office in providing psychological guidance to victims of sexual abuse? This study uses a socio-legal approach. Data sources were primary and secondary data. Data were collected by interview and document study. Data were analyzed qualitatively. Conclusions from the results of the study 1) the role of North Sumatra Women's Empowerment and Child Protection services in providing Psychological guidance to victims of criminal acts of sexual abuse are: (a) supervising (b) collecting data and information (c) receiving and reviewing public complaints regarding violations of the Rights of the Child . 2) Constraints encountered by the Women's Empowerment and Child Protection agencies in providing psychological guidance to victims of sexual abuse are (a) handling cases (b) child protection is not a priority for the government (c) lack of understanding of the community and law enforcement within the framework of Child protection.
