Abstract

ABSTRACT

The Disaster Victim Identification Team has the duties set out in Article 8 of the National Police Regulation No. 12 of 2011 concerning Police Medicine. One of the tasks that have been done is the identification of the victims of the earthquake in West Sumatra that occurred in 2009. Problems of study: 1. what is the role of the Disaster Victim Identification (DVI) Team in identifying earthquake victims in West Sumatra? 2. What are the obstacles encountered by the Disaster Victim Identification (DVI) Team in carrying out the identification of earthquake victims in West Sumatra? This study used a socio-legal approach. The data sources were primary data and secondary data. Data was collected by interviews and document studies, and then analyzed qualitatively. Conclusions of the research results: (1) the role of DVI is to perform primary identifiers (fingerprints, dental examination results, and DNA), and secondary basis (ownership and medical data). In principle, DVI consists of 5 phases, namely the scene, postmortem, ante mortem, reconciliation, and debriefing. (2) The DVI team found problems especially in earthquake victims. Identification takes a long time. The difficulties experienced in the process of identifying victims affected by buildings are the imbalance between the medical personnel owned by the police and the large number of victims to complete the identification process.
