PROSEDUR PENEMPATAN TENAGA KERJA ASING PADA TAMBANG TIMAH KARYA INTI MALINJO DI KABUPATEN SOLOK SELATAN

Abstract

Labor is one of the supporters in a country's economy that requires quality labor. Workers are an important element in the operation of the national economy. The use of foreign workers in Indonesia is regulated in Law Number 13 of 2003 concerning Manpower. The placement of foreign workers is done after the RPTKA submission is approved by the Ministry of Manpower. The problem consists of 1) What are the procedures for the placement of foreign workers from China at the tin mine in the South Solok Regency, 2) What are the obstacles faced by the tin mining companies in the South Solok Regency in the procedure for the placement of foreign workers, 3) What are the efforts made in the efforts solving problems that arise in hiring foreign workers. The research method used is sociological juridical research based on primary data and secondary data. The nature of this research is descriptive. The results showed that: 1) In carrying out the procedures for the placement of foreign workers in accordance with the Law. 2) Constraints faced by the company regarding the low work ethic of our workers. Not a few foreign workers who tried to transfer expertise and the community claimed many foreign workers as unskilled laborers. 3) Efforts were made in overcoming them, namely giving guidance and coaching to companies that did not report the existence of foreign workers and direct monitoring of locations and conducting reconciliation, reconstruction and rehabilitation Keywords:Placement, Foreign Workers, RPTKA
