PERANAN BALAI KONSERVASI SUMBER DAYA ALAM (BKSDA) DALAM PENGAWASAN DAN PERLINDUNGAN BURUNG CICA DAUN SUMATERA DI KOTA PADANG

Abstract

Supervision and protection of protected animals is carried out by the BKSDA where BKSDA  has the right to determine which animals and plants should be protected.  With the enactment of the minister of environment and forestry No. 92 of 2018 concerning Protected Plant and Animal Species, not all Sumatera cica breeders accepted the minister’s regulation well. The discussion that will be discussed in this study are (1) what is the role of BKSDA in the supervision and protection of Sumatera cica birds in the city of Padang ? (2)  what are the obstacles faced by  BKSDA in  the supervision and protection of sumatera cica birds in padang city ? (3) what are efforts made between the sumatera leaves of birds cica breeders and the BKSDA in overcoming the obstacles and supervision of the sumatera leaves in the city  of padang ? this type of research uses a sociological juridical approach. Data soerces are primary data and secondary data. Data collection techniques include interviews and document studies. The data analyzed qualitatively  were the results of the study : (1) the role of BKSDA in supervising and protecting sumatera cica birds in the city of padang is to record ownersip and supervise the hunting and sale of sumatera cica birds in the city of padang (2) the constraints faced by BKSDA in the supervision and protection of sumatera cica birds in Padang City are that there are still many sales of these birds secretly and give incorrect addresses to BKSDA in registering the ownership of these birds. (3) Effrorts made between sumatera cica birds breeders and BKSDA in overcoming the City of Padang, namely providing socialization and appeal to the public about the importance of protecting protected plants an animals, especially the cica sumatera leaf
