Investigation by the Civil Servant Investigator (PPNS) of the Ministry of Communication and Information Against the Criminal Use of Radio Frequency Spectrum Without Permission. Violations of the Radio Frequency Spectrum as stipulated in Article 11, Article 33, Article 44, Article 47 and Article 53 of the Telecommunications Law Number 36 of 1999, a case that occurred on May 11, 2006 that there was a chaos in the handling and issuance of Radio Frequency License in the City Pekanbaru and has been followed up by the Balai Monitor Agency. Problem Formulation (1) How is the investigation carried out by the Civil Servant Investigator (PPNS) of the Ministry of Communication and Information Pekanbaru Against the Criminal Use of Radio Frequency Without a License? (2) What are the obstacles that the Civil Servant Investigator (PPNS) of the Ministry of Communication and Information of Pekanbaru in carrying out the investigation into the use of radio frequency without permission? This type of research was socio legal study. Data sources were primary data and secondary data, data collection techniques were done by interviews and document studies, the data were analyzed qualitatively. Conclusions of the study: (1) PPNS Balai Monitor. Conduct surveillance and sealing and PPNS will make a resume to violators who use radio frequency that is not in accordance with their purpose in accordance with Article 33 (2).
