PENERAPAN PERATURAN BUPATI PADANG PARIAMAN NOMOR 11 TAHUN 2017 TENTANG PETUNJUK TEKNIS PELAKSANAAN SUBSIDI BERAS BAGI MASYARAKAT BERPENDAPATAN RENDAH

Abstract

According to Rastra general guidelines in 2017, rice subsidies for low-income communities are an implementation program of Presidential instruction on national-policy policies. Rastra is a food subsidy that is intended for low-income households. But the implementation has many obstacles. The problems in this research include: (1) How does the distribution of rice subsidies to low income communities evenly in Padang Pariaman district? (2) What are the obstacles faced in the distribution of rice subsidies to low income communities in Padang Pariaman district? (3) What are the efforts of Padang Pariaman District government to deal with the constraints of rice subsidies for low-income communities? To answer the question the author has done the method used is a sociological method of research and use data sources namely primary data and secondary data. The data collection techniques used are document studies and interviews. The data analysis used is qualitative analysis. Conclusion of the research results are: (1) The implementation of the distribution of rice subsidies to low-income communities is evenly run as expected in accordance with the rules of the regent of Padang Pariaman number 11 of 2017. (2) Constraints faced by the managing team of rice subsidies for low-income communities and people who are subsidized by rice for low-income communities. (3) Efforts undertaken by the Government of Padang Pariaman in facing the necessity of cooperation between local government and central government and for the community need to be held socialization about the Rastra.
