ANALISIS KRIMINOLOGI TENTANG PERILAKU LESBIAN, GAY, BISEKSUAL, DAN TRANSGENDER DI KABUPATEN PASAMAN BARAT

Article 5 paragraphs (9), (10) of West Pasaman Regency Regulation Number 9 of 2017 concerning Security and Public Order regulates the prohibition of LGBT deviant behavior, paragraph (9) “everyone is prohibited from engaging in homosexual/lesbian relationsâ€, paragraph (10) “everyone is prohibited from offering himself to others to have homosexual/lesbian relationships whether paid or without payâ€. The emergence of LGBT deviant behavior has upset residents, in one village alone the gay community can reach 10 people. From 2016-2018 there were 33 LGBT cases that have been secured, while many others have not been arrested, because at the time of the raid the perpetrators had known and tried to hide. Research objectives (1) to find out  the factors causing LGBT cases, (2) to find out the effort of the local goverment to evercome the emergence of LGBT cases. The research method is socilogical juridical research. Data sources, primary and secondary. Interview data collection, document study, questionnaire. In conclusion, the factors causing LGBT are lack of parental participation in the supervision of free promiscuity of their children,genetic, environmental, economic factors, victims of parental divorce and lack of knowledge. The efforts made by the goverment in overcoming LGBT cases are; socialization to adolescents and the community of similar sex hazerds, conducting raids on the LGBT community, and together with the community to curb LGBT behavior.
