FUNGSI PENGAWASAN DEWAN PERWAKILAN RAKYAT DAERAH (DPRD) PROVINSI SUMATERA BARAT TERHADAP PEMERINTAH DAERAH YANG BERSIH DAN BEBAS DARI KORUPSI,KOLUSI, DAN NEPOTISME BERDASARKAN UNDANG-UNDANG NOMOR 23 TAHUN 2014 TENTANG PEMERINTAH DAERAH

Abstract

Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government is directed to the realization of public welfare through improved services in Article 154 paragraph (1) letter a, the duties and authority of the DPRD carry out supervision of the implementation of the Provincial Regulation, findings of the former Head of the West Sumatra Regional Public Health Unit (UPTD BLKKH) on vaccine treatment animals of Rp. 15,713,130 and the judge sentenced him to 1.5 years in prison and a fine of Rp.50,000,000. As for the problems examined: 1) How is the Implementation of the Functions of the Regional Representative Council (DPRD) on the performance of local governments in realizing an KKN free government in West Sumatra? 2) What are the obstacles for the members of the Regional Representatives Council (DPRD) of West Sumatra Province in supervising the local government? 3) What are the efforts made by the Regional Representative Council (DPRD) of West Sumatra Province in preventing local governments from conducting KKN? The author uses a research method with a sociological juridical problem approach. The results of the study: 1) management functions to ensure the implementation of activities in accordance with established policies and ensure that the objectives are more effective and efficient. 2) there are still weaknesses namely the low role of the legislative body in this case the DPRD in the whole process and in the planning stage. 3) The efforts made by the Regional Parliament of West Sumatra Province to prevent KKN include three aspects, Monitoring of structuring. Observation and monitoring of field evaluation.
