War is a part of the history of human life that is almost never free from war. Mochtar Kusumaatmadja said that it was a sad fact that for 3400 years of written history, humanity only knew 250 years of peace. As a result of the increasingly widespread relationships of individuals between individuals, groups between groups to countries between nations and even cause conflicts or disputes arising from differences in perceptions or ways of viewing these groups to cause war between brothers. How was the Principle of Proportionality regulated in Additional Protocol I of the 1977 Geneva Convention? How is the application of the rules regarding the implementation of attacks in the use of weapons according to Additional Protocol I 1977 of the Geneva Conventions in Afghanistan's Helmand Province? Normative juridical research is used in this study to examine the norms of applicable international crime law. US attack on Afghanistan According to HHI (International Humanitarian Law). Juridical Study of the United States Attack in Afghanistan According to Additional Protocol I 1977. In the attack carried out by the United States in Afghanistan's Helmand Province where the attack must be aimed at legitimate military targets and must prioritize the military advantage so as not to violate the rules one of which is Additional Protocol I 1977 which is referred to as a rule that prohibits careless attacks where the attack or bombing can be detrimental to many civilians or civilian objects, then if an attack carried out by the United States in Helmand Province Afghanistan violates the Additional Protocol I 1977 on protection civilians and civil objects can be ensured that the United States commits a crime in war by violating the rules on armed use as stipulated in the laws of war. The use of armed force in any war or armed conflict must be appropriate in a war or armed conflict and must be proportional and not detrimental to civilians or civilian objects. The application of the Principle of Proportionality to attacks in Afghanistan is ineffective.
