PELAKSANAAN PENYIDIKAN TERHADAP TINDAK PIDANA KORUPSI DALAM PENGADAAN ALAT KESEHATAN DI RUMAH SAKIT UMUM DAERAH DR RASIDIN KOTA PADANG

Abstract

According ti Article 14 letter g of law no. 2 of 2002 concerning the Police of the Republic of Indonesia, the police have the authority to investigate criminal acts, including not corruption. In February 2018, Padang City Police Investigators conducted an investigation into the criminal act of corruption in the procurement of medical devices at the Regional General Hospital Dr. Rasidin, Padang City. Research problems: (1) How is the implementation of the investigation of corruption in the procurement of medical devices at the Regional General Hospital Dr. Rasidin, Padang City? (2) What are the obstacles faced by the Padang City Police investigator in carrying out the investigation of the corruption crime in the procurement of medical devices at the regional public hospital Dr. Rasidin Padang? This study used a socio-legal approach. Data sources include primary data and secondary data. Data collection techniques were carried out by interview and document study. The data were analyzed qualitatively. Based on the research, it show that: (1) The implementation of investigation begins with report of alleged corruption in the procurement of medical devices, investigations, investigation, examinations and detention. (2) The obstacles faced by investigators are the number of witnesses and the difficulty in presenting witnesses in the implementation of investigations into criminal acts of corruption, because half of the witnesses reside outside West Sumatra Province.
