UTHORITY OF THE DEPARTMENT OF POPULATION AND CIVIL REGISTRATION IN THE MAKING OF CHILD IDENTITY CARD BASED ON REGULATION OF THE MINISTER OF HOME AFFAIRS NUMBER 2 OF 2016 IN PADANG PARIAMAN DISTRICT

Abstract

The legal basis for the establishment of the Population and Civil Registration Service is Law Number 24 of 2013 concerning Amendments to Law Number 23 of 2006 concerning Population Administration. Problem formulation: 1) What are the authorities of the Department of Population and Civil Registration in Making Child Identity Cards in Kabupaten Padang Pariaman? 2) What are the obstacles faced by the Department of Population and Civil Registration in Making Child Identity Cards in Padang Pariaman Regency? 3) What is the effort made by the Department of Population and Civil Registration in Making Child Identity Cards in Padang Pariaman District? The approach in this research is sociological law, and uses data sources: primary data and secondary data. Data collection techniques through interviews and document study. which were analyzed qualitatively. The conclusions of the research results: 1) The Department of Population and Civil Registration of Padang Pariaman Regency in the success of the Child Identity Card (KIA) is in accordance with the Minister of Home Affairs Regulation Number 2 of 2016 so that Padang Pariaman Regency is used as a pilot in making MCH in West Sumatra Province 2) Constraints faced by the Department of Population and Civil Registration of Kabupaten Padang Pariaman there is no regulation issued by the Regional Government of Kabupaten Padang Pariaman in processing or allocating the budget for making MCH. 3) Efforts made by Disdukcapil Kab. Padang Pariaman made an innovative “Disdukcapilceria†application to make it easier for people to process documents.
