PROVISION OF PHYSICAL ACCESSIBILITY TO MEET THE RIGHTS OF PERSONS WITH DISABILITIES IN PADANG CITY

Physical and mental deficiencies possessed by persons with disabilities are not a limitation for obtaining basic rights in the context of fulfilling the rights of persons with disabilities which are guaranteed in the 1945 Constitution of the Republic of Indonesia, especially in Article 28 A to Article 28 J. can violate or usurp the fulfillment of the rights of persons with disabilities due to the implementation of Article 1 paragraph (3) of the 1945 constitution which reads "Indonesia is a country of law". The formulation of this research is (1) How to implement the provision of physical accessibility in order to fulfill the rights of persons with disabilities in Padang City (2) What are the obstacles in the implementation of the provision of physical accessibility in order to fulfill the rights of persons with disabilities in Padang City. (3) How are the efforts made by the Padang city government in overcoming obstacles in the implementation of providing physical accessibility in the context of fulfilling the rights of persons with disabilities in the city of Padang, this type of research is carried out with sociological legal research using primary data, based on the research results obtained: (1) Implementation of the provision of physical accessibility, namely the provision of public buildings, roads and transportation facilities that are friendly to persons with disabilities (2) Obstacles in implementing physical accessibility are lack of understanding regarding planning and provision of accessibility and high costs (3) Efforts made by the Padang City government in overcoming obstacles in the implementation of providing physical accessibility, namely planning and evaluating and providing facilities in public buildings, buildings and roads that are easily accessible to persons with disabilitiesReferences
