Protection efforts to realize children's welfare by giving guarantee for the fulfillment of children's rights without discriminatory treatment, wrong one of which is realized through the development policy of a decent district / city Children (KLA). The formulation of the problems in this study are: 1) How implementation of KLA development stages in Tanah Datar Regency? 2) What are the obstacles faced by the Regional Government of Tanah Datar Regency in implementing the KLA development policy in Tanah Datar Regency.? 3) What are the efforts of the Tanah Datar Government to overcome this problems related to the implementation of the KLA development policy? The type of research that is used is sociological legal research. Based on the results of the research can it is concluded that: 1) Implementation of the KLA development stages in the district Tanah Datar is in accordance with the KLA development stage set in the PPPA Ministerial Regulation Number 11 of 2011 includes the preparation, planning, implementation, monitoring, evaluation and reporting. 2) The constraints faced by the local government of Tanah Datar Regency in development KLA is still limited budget in developing KLA, and not yet maximum community involvement in the development of KLA. 3) Effort done by the Tanah Datar government in overcoming KLA implementation problems, namely utilizing funds from the village, and improve socialization to the public about KLA.References
