Abstract

ABSTRACT The provisions of Law of the Republic of Indonesia Number 23 of 2002 as amended by Law of the Republic of Indonesia Number 35 of 2014 concerning Child Protection relating to the crime of sexual immorality, namely Article 76E and the punishment for this act is regulated in Article 82. Formulation of the problem: 1) What is the role of the Community Guidance at the Correctional Center class I in Padang towards the child perpetrator of the criminal act of sexual immorality?2) What are the obstacles encountered by the Community Guidance at the Correctional Center class I in Padang against the child perpetrator of the crime of sexual immorality? The research method used sociological juridical research. The data source used is primary data and secondary data. Data collection techniques by interview and document study, and data were analyzed qualitatively. The conclusions of the research results : 1) The role of the social adviser is to guide the child perpetrators of the criminal act of sexual immorality in three stages, the first is the initial stage, namely the investigation process by the Police against the child perpetrator of the crime of sexual immorality, the next stage, namely the case involving the child perpetrator of the criminal act has entered the trial process, the final stage. namely a case involving a child who is a criminal offender has been decided by the judge. 2) Obstacles encountered by Community Counselors are lack of funds, lack of facilities and infrastructure, inadequate human resources, lack of coordination between fellow law enforcement officers in handling criminal acts of sexual abuse committed by children, and the child's family of clients who are less helpful. in the process of investigation.
