Abstract

Children in conflict with the law are regulated in Article 1 Paragraph (3) of the Law of the Republic of Indonesia Number 11 of 2012 concerning the Juvenile Justice System. The crime of theft in Indonesia is regulated in Articles 362-367 of the Criminal Code as in cases of theft committed by children handled by the Pariaman Police. Formulation of the problem: (1) What are the factors that cause children to commit the crime of theft? (2) What obstacles do investigators encounter in handling cases of children who have committed the crime of theft?This type of research is sociological juridical, the data sources are primary data and secondary data. Data collection techniques were carried out by document study and interviews. The data were analyzed qualitatively. The conclusions of the research results: (1) the factors that cause children to commit the crime of theft are educational factors, individual factors, economic factors, environmental factors, and lack of parental attention / supervision of children. (2) Obstacles encountered by investigators are short detention time, urgency to settle cases, insufficient police personnel in terms of quantity, lack of facilities and infrastructure, lack of public concern and lack of evidence
