KEBIJAKAN HUKUM PIDANA DALAM PENANGGULANGAN PENYALAHGUNAAN NARKOTIKA DI KALANGAN REMAJA (Studi Kasus: Polres Rokan Hulu Provinsi Riau)

Abstract

Narcotics are substances (drugs) that may lead to unconsciousness or anesthesia because these substances work affects the nervous system central . Drug abuse is very dangerous because of adverse public health in general but it is a very serious danger and may degrade the quality of life of society as a whole, especially among teenagers. Threats against dangers of drug abuse the is not just a problem in Indonesia, especially of Rokan Hulu, and even has become issue an international. Issues raised in this paper: 1) How the implementation of criminal law in the response to drug abuse among teenagers. 2) What constraints encountered in implementation. 3) What will be done to overcome the obstacles. This study uses a socio-juridical approach. Data used include primary data and secondary data, the data was collected by interviews and document research, and then analyzed qualitatively. From the results of research and discussion, it is concluded that: Forms criminal law policy to combat drug abuse prevention among teens is the policy of preventive countermeasures abuse an attempt to prevent the symptoms of drug abuse, so that the danger of abuse is not rampant. Prevention policies repressive are measures law taken to combat to the onset of symptoms corresponding, so that young people can avoid the dangers of narcotics.
