Abstract

ABSTRAK Padang City is one of the areas affected by the Covid-19 pandemic. The community and especially trading business actors are required to comply with the Padang City Regional Regulation Number 1 of 2021 concerning the Adaptation of New Habits. However, in reality there are still violations of the regulation. The Padang City Civil Service Police Unit as a regional apparatus plays an important role in implementing the administrative sanctions of Padang City Regional Regulation No. 1 of 2021. Formulation of the problem: 1. What are the efforts of the Padang City Satpol PP in applying administrative sanctions to trading business actors who violate the Adaptation of New Customs Regional Regulations? 2. What are the obstacles faced by the Sapol PP of Padang City against trading business actors who violate the Regional Regulations for Adapting to New Habits? The type of research used is Sociological Juridical. Sources of data are primary data and secondary data. Data collection techniques through interviews and document studies. Data were analyzed qualitatively. The conclusions of the research are: (1) the efforts of Satpol PP in applying administrative sanctions to trading business actors are preventive and repressive efforts. (2) Obstacles faced by Satpol PP are the low awareness of some people following health protocols, the existence of unscrupulous business actors and managers of public facilities who are still stealing opportunities by not limiting the number of visitors who come.
