Abstract

ABSTRACT The crime of gambling is regulated in the Law of the Republic of Indonesia Number 7 of 1974 concerning Gambling Control. Issue definition (1) What is the form of non-penal effort taken by the Padang Police in eradicating the crime of gambling. (2) What are the obstacles found by the Padang Police in eradicating the crime of gambling through non-penalty efforts This study used a socio legal approach. The data sources used were primary data and secondary data.The finishes of this investigation are: (1) Forms of non-penal efforts carried out by the Padang Police are socialization, supervision, installation of banners and billboards and digitally, namely postings about gambling prevention through social media such as Facebook and Instagram and other online media (2) the constraints of the Padang Police, namely the lack of facilities, budget and personnel in charge of preventive actions and community habits.
