Abstract

ABSTRACT Illegal levies which constitute thuggery are regulated in Article 368 Paragraph (1) of the Criminal Code. Problem formulation: 1) What are the efforts of the Padang Police in dealing with thuggery who commit illegal levies? 2) What are the obstacles faced by the Padang Police in an effort to overcome thuggery who commit illegal levies? The type of sociological juridical research; data sources from primary secondary data, interview data collection techniques and document studies, analyzed qualitatively. Conclusions: 1) Efforts to overcome thuggery who commit illegal levies by the Padang Police are through preventive and repressive efforts 2) Obstacles faced by Padang Police in overcoming thuggery who commit illegal levies in the form of internal and external obstacles.
