Abstract

BPSK as stated in Law Number 8 of 1999 concerning Consumer Protection is the agency tasked with resolving consumer and business disputes. Consumer protection is held to guarantee the rights of consumers and business actors and carry out their respective obligations. Problems: 1) How is the problem solving between business actors and consumers at BPSK Padang City?, 2) What are the obstacles in resolving disputes at BPSK Padang City?. The type of research is sociological juridical with data collection techniques conducting interviews with the Head of the Secretariat of the Consumer Dispute Settlement Agency (BPSK) in Padang City. Sources of data are primary data and secondary data which were analyzed qualitatively. Conclusions: 1) the process of implementing consumer dispute resolution at the Padang City Consumer Dispute Resolution Agency (BPSK) takes 21 (twenty one) working days. 2) Obstacles faced by BPSK Padang City in resolving disputes are the lack of consumer understanding about BPSK, the lack of transparency of a party in providing information both in terms of evidence and in providing responses, different or inconsistent acknowledgments in the lawsuit and the views of the parties that the decision that has been decided by the Padang City BPSK is an imbalance in deciding a dispute.
