Abstract

Health development in Article 3 of Law Number 36 of 2009 concerning Health states: "Health development aims to increase awareness, willingness and ability to live healthy for everyone in order to realize the highest degree of public health, as an investment for the development of human resources that productive socially and economicallyā€¯. The method used is juridical sociology. Sources of data used are primary and secondary data. The results of the study: the patient's rights in terms of exceptions to the tiered referral health service system at the General Hospital dr. Rasidin has not been fulfilled, in this case the Regional Hospital does not have the availability of adequate facilities but due to the limitations of the hospital they do not follow up on patients who will pose a risk to fracture patients.
