Abstract

PKL are informal sector workers who survive selling in traditional markets, with that done structuring and empowering street vendors for mutual convenience. The research method used is sociological juridical. Data sources include primary data and secondary data. Data collection techniques are document studies and interviews, the data analysis used is qualitative analysis. Research Results 1) Implementation carried out by the Padang City Trade Office and UPTD Pasar Lubuk Buaya went well according to PERDA Number 3 of 2014 concerning PKL Arrangement and Empowerment 2) Constraints experienced by limited land when moving traders due to the development stage 3) Non-repressive and repressive and giving warnings/sanctions to street vendors.
