ABSTRACT Water management is not carried out by the Central Government directly but is handed over to the Regional Government based on Article 18 A of the 1945 Constitution of the Republic of Indonesia, namely regional autonomy. get unsatisfactory service and service termination by PDAM due to late payments made by consumers or clean water customers. Problem Formulation.1) What form of service is provided by PDAM when consumers have problems with clean water? 2) Efforts are being made to consumers who are late paying for clean water services by PDAM Padang City. 3) What are the steps to solving problems between consumers and PDAM Padang City? The type of research is sociological juridical. using primary legal material data sources, secondary legal material data collected through document studies. Based on research. 1) Consumers who are late in paying their water bills every month, PDAM officers go directly to the house or place where the address of the customer who does not pay his obligations, the officer gives a warning letter to the customer to be able to pay his obligations. 2) The effort made is to notify the customer to pay their obligations, negotiate the issue of payment deadlines and revoke the meter if the customer still has not paid the monthly fee. 3) BPSK Padang City always prioritizes settlement by mediation so that both parties can get a win-win solution in this problem.References
