Abstract

ABSTRACT As mandated by Article 28H and Article 34 paragraph (3) of the 1945 Constitution of the Republic of Indonesia, the Government is responsible for financing the health of the poor through the JKN program, both through the APBN and the Regency/City APBD. The problems in this thesis are 1). How was the implementation of the West Sumatra Regional Regulation Number 10 of 2011 in providing health insurance for the poor in the city of Padang before JKN was integrated? 2). How is the implementation of Perda Number 10 of 2011 after it was integrated with JKN? and 3). What is the solution for the poor who are sick and do not have health insurance? This type of research is descriptive analysis with a sociological juridical approach. Data collection techniques are interviews, field observations and document studies. Qualitative data analysis techniques. The results of his research, the Padang City Government has provided health protection for the poor. Poor people who are sick and do not have health insurance can register with the Padang City Social Service.
