In implementing regional autonomy, the regional government and DPRD are given the right by the central government to form regional regulations (perda). This right is a constitutional right that is explicitly stated in Article 18 Paragraph (6) of the 1945 Constitution of the Republic of Indonesia. DPRD as a Regional Legislative Institution. Research objectives 1) to analyze the function of DPRD for the 2014-2019 period in drafting the Kuantan Singingi Regional Regulation ? 2) to analyze the obstacles faced by DPRD for the 2014-2019 period in preparing the Kuantan Singingi Regional Regulation? 3) to analyze the DPRD's efforts to overcome the obstacles in drafting the Kuantan Singingi Regional Regulation? The research method is juridical sociological. The results of the study are 1) The function of the Kuantan Singing DPRD for the 2014-2019 period has not functioned well, the activeness of DPRD members in discussing the Raperda 2) The obstacles faced by the Kuantan Singing DPRD, the right of initiative has not been carried out optimally 3) Efforts to overcome these obstacles are the DPRD must frequently participate in the community to explore the problems faced by the community.References
