Abstract

Padang City Regional Regulation Number 3 of 2014 concerning Structuring and Empowering Street Vendors. The arrangement of street vendors at Alai Market in Padang City is carried out by relocating the selling places that have been regulated, street vendors conducting trade or service businesses in public places. the place used to trade is on the edge of public roads, sidewalks, other places in Alai Market. Problem Formulation 1) How is the implementation of Regional Regulation Number 3 of 2014 regarding the arrangement and empowerment of PKL Alai Padang Market? 2) What are the obstacles faced in the implementation of Regional Regulation Number 3 of 2014 concerning the Arrangement and Empowerment of PKL Alai Padang Market? 3) What are the efforts to overcome obstacles in the implementation of Regional Regulation Number 3 of 2014 concerning the arrangement and empowerment of PKL Alai Padang Market? This type of juridical sociological research, data sources namely primary and secondary data, interview data collection techniques and document studies were analyzed qualitatively. Research results 1) The implementation of Regional Regulation Number 3 of 2014 Padang Alai Market is not fully implemented properly. 2) Constraints encountered (a) there are still many street vendors who do not match the capacity exceeding the location limit set by the trantib, (b) there are still those who sell not according to the places that have been allocated. (c) There are still those who sell beside the merchant's shop, at the entrance of the market which disturbs the order of the buyers in the Alai Market. 3) Efforts are being made to optimize tanrib officers in the security and security of street vendors..
