Abstract

The juvenile justice system must prioritize the restorative justice approach according to Article 8 of the
SPPA Law Number 11 of 2012. Problem formulation: (1) How is the application of restorative justice by
Padang Police investigators in the theft by children? (2) What are the obstacles for Padang Police
investigators in implementing restorative justice against theft by children. Juridical-sociological Research
Methods. Data sources: Primary and secondary data, data collection techniques with interviews and
document studies, data were analyzed qualitatively. Conclusions: (1) The stages of applying restorative
justice are the victim's report to the police, investigation, calling the parties involved to carry out
mediation. (2) One of the obstacles found is that the parties do not want to make peace.
