Abstract

ABSTRAK Instructions for implementing tenders in the acquisition of goods and services can be found in the Presidential Regulation of the Republic of Indonesia Number 12 of 2021 about Government Procurement of Items and Services. The implementation the buying and selling of goods and services is regulated in Article 3 Paragraph (3). Problem formulation 1) How is utilizing tenders when purchasing products and services in the city of Padang's public works department? What challenges are there in using tenders every time you purchase goods and services at the public works office of Padang City? research of the social and legal variety. Primary and secondary data are the sources used. Both document analysis and interviewing are used as data collection strategies. The information is qualitatively examined. Research results: 1) Implemented in two ways, namely with providers and self-management 2) Obstacles - unstable internet network, lack of procurement personnel, and the inclusion of tender packages at the same time. Government efforts in enhancing accountability, transparency, and market access while creating healthy competition, enhancing the procurement process's effectiveness, supporting the supervision process and meeting the need for access to information.
